The City of Vancouver (the City) set out to redevelop the PNE Amphitheatre, a landmark venue within the historic Pacific National Exhibition fairgrounds. Before construction could begin, the City needed to understand and manage environmental risks associated with past industrial uses beneath the amphitheatre footprint.

Historical maintenance yards, equipment repair, fuel storage, and demolition derbies had left behind localized soil contamination, including petroleum hydrocarbons and metals. To move forward with redevelopment, the City needed regulatory approvals, soil disposal planning, and reliable remediation cost estimates, all without slowing redevelopment timelines.

PGL supported the City by clarifying site conditions and guiding the project through the regulatory process. PGL worked closely with the City and BC Ministry of Environment and Parks to confirm a viable approval pathway, prepared Scenario 1 permit releases to support development and building permits, and completed targeted soil characterization to delineate contamination and inform construction planning.

With environmental uncertainty reduced and a clear regulatory strategy in place, the City was able to proceed confidently with redevelopment and remediation and achieve a Certificate of Compliance far ahead of site occupancy. PGL’s work ensured legacy environmental issues were addressed early, allowing the PNE Amphitheatre to move toward its next chapter as a revitalized public venue.
